a. Community member’s contribution has not been impressive as they expect to change agencies to do everything for them .i.e. phenomena known as dependency syndrome.
b. Community members lack basic skills of planning and implementation of activities. They also lack skills to prioritize their needs while at the same time block the participation of empowerment projects.
c. Community leadership is also a problem especially when the community leader cannot be able to keep the community focused on its objectives. This hinders growth and empowerment to the wider society .i.e. lack of focused leaders and political wrangles in the community.
d. Resource availability is also necessary for C.B.E. When the resources are not available the process of C.B.E will be very difficult to sustain again inability of the community members to use their resources to achieve the objectives of C.B.E is also hindrance.
e. The cultural and gender homogeneity of a community is also a hindrance. Some people feel comfortable working with the same sex who speak the same language and the culture may also depend. So these are factors that lessen the likelihood of achieving the objective of C.B.E.
f. Lack of participation of community members to manage an aid project on their own is a problem.
g. Community participation, commitment and involvement are hindered by external factors which lead to community confusion.
h. Partnership and collaboration in C.B.E activities is at its lowest and this test the aspect of sustainability of training endeavor.
i. Fighting / squabbling within the community on method of C.B.E activities to be carried out is also a problem.
