This is usually a professional whose role is to influence his clients’ behaviour in a desired direction.

Change agents have significant characteristics;
-Must enjoy high professional esteem
-Must be stimulating and inspiring
-Must be open-minded and prudent (wise)
-Must posses appropriate leadership qualities.

2.Role performance: - i.e. behaviour of the personnel must change to be in accord with the requirement of the new roles.
3.Scope: - The selection of the appropriate scale (how much) of the change should be implemented?
4.Structure context: - e.g. alterations in the formal arrangement of roles, rules and relationships.
5.Institutional commitment: - Are all personnel involved committed to change?
6.Timing - Selection of the appropriate time to implement change.
7.Change strategies.
