1.Empirical – Rational Strategy
This structure assumes that;
-Individual/groups of people are rational
They act:
i. When data reveals that a change is reasonable and justified
ii. It can be shown that they will gain by changing.
This strategy uses:
-Demonstration projects, in-service, workshops, pilot projects, visitation days, survey data analysis.
2. Normative – Re-educative Strategy
-This strategy assumes that the rationality and intelligence of people that motivation and actions are not based on logic alone.
-Because patterns of activities are supported by socio-cultural norms, changes involve modifications in attitudes, values, interpersonal relationships, loyalties and skills.
-This strategy uses; team building; consensus decision making and feedback procedures.
3.Power – Coercive Strategy
-This strategy emphasizes political or economic sanctions as a means of bringing about change. -Elements of this strategy may be legitimate e.g. offering a promotion to a teacher or illegitimate e.g. over-stating the benefits of a change in order to obtain funding.
