a) Geographical targeting This is the area to be covered by the programme. It is defined in terms of physical or climate boundaries e.g. Rift-valley. This type of targeting ensures that all the needy in the geographical area are covered by the programme and it is less susceptible to political manipulations. However it is relatively most likely to include people who do not really need the programme therefore leading to wastage of resources and such people may also cause programme resistance making it difficult to sustain the programme in future.
b) Household targeting: is carried out using indicators such as household size, social-economic
status etc. if they are poor then we target that household.
c) Individual targeting: this is based on personal characteristics such as age, nutritional status, physiological factors etc.
d) Combination of the three methods: this is the most appropriate method of determining
programme beneficiaries
