Project evaluation is conducted at 3-levels

a) EX-ANTE EVALUATION
-Undertaken before project start.
- Done during project evaluation and appraisal stage
-It is a judgment about project?s with through the feasibility analysis
-The purpose is to try to fit the project in the environment and to forecast / predict success

b) CONCURRENT EVALUATION
-This is the evaluation that is undertaken during project implementation and it this to analyse the relationship between the projects, output and its effect for the purpose of adapting the project to the changes to the environment.
-It examines 5- major aspects of the project
(1) The benefits in relation to objectives
(2) The cost in relation to budget
(3) Time in relation to schedule
(4) Quality in relation to specifications
(5) People in relation to Skill requirement, adequate
(6) People in relation to attitudes etc.

c) EXPOSE EVALUATION/IMPACT EVALUATION
-9.K.a impact evaluate
-Undertaken after the project has been implemented
-Examines the effectiveness of a project in achieving this
