-M & E goes through the following steps;
(1) Should be a long frame prepared for the project
(2) Specification of the information required
(3) Identification of the sources of information
(4) Formulation of research design- its information will be collected, how to evaluate the information this is it ongoing to be analyzed,
Its available, reliability, validity, adequacy

(5) Determination of the timing of the research i.e. when the research is to be done, when it is doing to be relevant, when reporting is to be done & has often the studies should be done by the timing of research will be influenced
a) Availability of resources: the funds, persons
b) Project life
c) When the project is expected to generate outputs/ is have impact as effects
d) Time required to complete the studies and to report the findings

(4) The report must be written in such away that monitoring and evaluating became a tool for rational decision making as opposed to emotional reactions.
