The following are the main characteristics of good policy making which one should keep in mind when developing policy (Micheal, 2005):

1. Outward looking: Policy making that learns lessons from other countries and takes account of developments in the international spheres. No need to reinvent the wheel.
2. Forward looking: Policy makers should look beyond the actions being taken now but think about what should come next. Anticipate future social, economic and technological developments.
3. Goal Based: Focus on outcome delivered without unnecessary emphasis on the method by which it is to be achieved.
4. Future proofed: Reflects identified prospective trends and not only on past performance. As is commonly stated, the past is not a guarantee of the future.
5. Innovative and Flexible: Open to new and innovative ideas, solutions and strategies. Show a willingness to question established ways of dealing with things and to create an environment in which new ideas can emerge and be tested.
6. Inclusive: Policy makers take as full account as possible of the impact the policy will have on different groups who are affected by the policy. Brings together the view points of the regulator and the regulated to find the best middle ground.
7. Joined Up: Policy making should be built around shared corporate goals and values, not around organizational structures or existing functions.
8. Follows Business Responsibility Principles: Assess actions against the Business responsibility principles.
