- NGOs create awareness by allowing the public to debate environmental issues with professional guidance. Such awareness and advocacy is paramount in promoting certain concepts like restoration of
ecosystems, sustainable development and conservation of natural resources.
- NGOs also play a crucial role in advising policy makers like governmental officers on the needs
and priorities of the local people. In most cases, they intimate to policy makers what is
necessary for the poor people and the environment. NGOs they give precise and reliable advice to all levels thus enhancing capacity building at all levels.
- NGOs trainings can also be a good approach in cutting on future training expenses as locals get empowered and influence future generals. In the end, good environmental management training
reduces government future expenditures.
- Besides training, NGOs can carry out objective research on environmental development issues. This research can go a long way in identifying the needs of the people, predict the cost of environmental
management and advise policy makers accordingly.

b.)Role of individuals in sustainable environmental management
i)Prevention before Cure
“Prevention before cure”, taking action as early as possible to minimize potentially
large-scale problems and irreversible effects, is a key policy promoted by UNHCR in its
field operations. Effective planningas well as the costs - human resources and financial - of site rehabilitation..
ii)Cost-effectiveness
With limited resources at its disposal, UNHCR must always strive to maximize the
efficiency of its assistance programmes. This is especially the case with environmental
issues where a long-term approach is often required to encourage and support
sustainable use and management of natural resources. The principle “prevention before
cure” can contribute to cost-effectiveness as environmental degradation is often more
costly to reverse than to prevent.
iii) Local Participation
Involving local people with the development and management of environmental
activities is fundamental to managing natural resources in a sustainable manner.
Activities such as reforestation, agro forestry, controlled grazing of livestock, or the
promotion of fuel-efficient stoves must have support from local communities - refugees
and local people - if they are to succeed in the long-term.
