• Consideration of national goals for teaching-The national goals of teaching affect
the syllabus content.
• Prevailing social condition- Particular political changes such as multiparty democracy, coalitions, election and post-election violence also determine the content of the syllabus.
Learning theories. Ti1e dominant theory of learning is the idea that knowledge is
best acquired from the known to tile unknown. This affects the structure of the syllabus
• The nature learners- The age and interest of learners has always affected the choice of books for secondary schools. Students in lower forms are interested in adventure, crime and romance stories but as they progress to upper forms they appreciate cultural, political and historical issues raised in literature materials.
• Availability of time - How much time is available for teaching determines the depth of the content.
• The teaching personnel- The availability of trained teachers also determines what
is to be taught. Availability of resources. They include books, libraries, tapes, radios and other materials that learners can observe and manipulate. The cost must be manageable,
easily improvised and obtainable locally.
• Integration- The syllabus for a particular subject is designed so that it can
relate meaningfully and harmoniously to other areas of knowledge.
