a) Ensure that all schools have adequate resources
The Ministry of Education should insist that all schools have ad-equate facilities such a space, libraries, playing fields and resources - both human and material. The government should ensure that all schools whether public, private, rural, public, national or district., have adequate facilities, qualified teachers and are well equipped. Classrooms should be well maintained an ventilated. School inspectors should ascertain proof of the availability of these resources. The Education Ministry ought to develop an evaluation mechanism, which ensures that all teachers in Kenyan schools are qualified and are well paid. This will motivate them. Parents should see themselves as partners; not observers. They should equip schools instead of leaving every responsibility to the government.
b) Active role by ministry of education
The Ministry of Education should follow established procedures in registering schools. The locator should be investigated before registration. The ministry should withdraw licenses of schools located in environments that are unfavorable to learning. It needs to disallow the practice of drilling students to pass examinations and expelling weak students or forcing them to repeat classes. Remedial lessons for weak students should be emphasized. The ministry should enforce legislation on the type of teachers that can be employed, particularly in private schools.
The ministry inspectorate should be firm in dealing with schools. It should be efficient in monitoring all schools. Learners should be given equal opportunities in education. Examinations should be set with all learners in consideration. Inappropriate examination questions - ones outside the students' level, lack correct answers or are biased in favour of particular groups of students - should be avoided.
c) Fees
The government should play a 'role in moderating school fees so as to curb exploitation of parents. One way is to set fee structures for all categories of schools. Tuition should be affordable to the majority of parents.
d) Ranking of schools
The practice of using mass media to rank the top one hundred schools after national examinations should be discouraged.
e) Mobile education
Mobile schools should be established, especially in pastoralist areas. Learners should be followed as they accompany their pastoralist parents. This could give meaning to free primary education.
f) Compulsory education
This should be enforced to target parents who fail to take their children to school, particularly girls. A law should be enacted to proscribe early marriages. There should be compensatory education for children who are socially disadvantaged, such as those in slum and arid areas.
