There are various definitions of the term democracy:
- Thomas (1995:510) defines democracy as a "type of government in which power is exercised through the people." He notes that the central feature of a democracy is the right of the governed to participate in the political decision making process.

- Dewey (1938:43), defines democracy as "more than a form of government; it is primarily a mode of associated living, of conjoint communicated experience." Democracy involves the extension in space of the number of individuals who participate in an interest so that each has to refer his own action to that of others, and to consider the action of others to give point and direction to his own.

- Maass (in Hill, 1974:1) defines democracy as "government by popular representation." A democratic government is a form of in which the supreme power is retained by the people. However, it is indirectly exercised through a system of representation and delegated authority. periodically renewed. From the definitions above, democracy therefore means that the people rule; they decide what is best for them; they mutually agree the behaviour that will serve the needs of the greatest number of them and agree to structure their societies in ways that will benefit all.
