There are various definitions of the term democracy:
- Thomas (1995:510) defines democracy as a "type of government in which power is exercised through the people." He notes that the central feature of a democracy is the right of the governed to participate in the political decision making process.
- Dewey (1938:43), defines democracy as "more than a form of government; it is primarily a mode of associated living, of conjoint communicated experience." Democracy involves the extension in space of the number of individuals who participate in an interest so that each has to refer his own action to that of others, and to consider the action of others to give point and direction to his own.
- Maass (in Hill, 1974:1) defines democracy as "government by popular representation." A democratic government is a form of in which the supreme power is retained by the people. However, it is indirectly exercised through a system of representation and delegated authority. periodically renewed. Maass points out that liberty, equality and welfare are the basic values of a modern democratic society.
- Rutto (in Otiende and Njoroge, 2001) states that democracy is very often regarded as a political concept. It is also used in the description of certain modes of political thought and behaviour. In the political sense, democracy expounds on free expression of popular will or wish. The measure of a democratic choice or decision is often assumed to be the expressed wishes or will of-the majority.
- According to Schreibman (1999), the basic notion behind the term 'democracy' is that "all power is derived from the people. Democracy is an expression of the "collective-will" of the people. It is "a network of human relations." Democracy is based on conscious group creation.
- Thompson (1997:18) defines democracy as "a form of government popularly said to be for the people, of the people, by the people."
From the definitions above, democracy therefore means that the people rule; they decide what is best for them; they mutually agree the behaviour that will serve the needs of the greatest number of them and agree to structure their societies in ways that will benefit all.
