ICT refers to the integration of Computers and Telecommunication. Devolving Counties will require devolving some services to enhance efficient dissemination of such services through ICT. ICT has become a fundamental and acknowledged part of daily life for scores of people. ICT is increasing in weight in people’s lives and it is anticipated that this inclination will prolong, to the scope that ICT literacy will become a practical prerequisite for people’s work, social, and personal lives.Achievements The advent of ICT has led to hasty rise of job formation as new-fangled titles have emerged such as Computer programmers, Computer technicians, system designers, system analysts, software engineers, Web designers and developers, Computer Scientists and engineers among others. At the County level this new titles have curtailed the unemployment rate. Automated production in various industries has helped to increase efficiency due to the balancing of the workload and production capacity. It has helped to improve customer service due to production of high quality goods and ensures efficient utilization of resources such as raw materials, personnel and equipment hence less expenses incurred. Evolution of computer systems has enhanced artificial intelligence mainly characterized by expert systems. Expert system involves software that is designed to make a computer operate at the level of a human expert in a specific narrow area of specialization. The software simulates the reasoning processes of experts in certain well defined areas such as medical diagnosis. Expert system is a boost to medical researchers in Bungoma County. An expert system consists of three components namely: knowledge base, inference engine and user interface. In knowledge base, the expert system database is equipped with knowledge of a particular subject. It contains facts, assumptions and procedures for solving a particular problem. In inference engine, the software controls the search for knowledge in the knowledge base and posts conclusions. In user interface, the display screen allows the user to interact with the system. Expanded information superhighway has led to the major increase to services such as distant learning, video conferencing, virtual learning centers and teleshopping among others. Expanded information superhighway involves the integration of cabled and wireless technologies for the purpose of data and information transmission. Most universities and colleges have virtual centers in various towns that has catalyzed the desire for tertiary education. Appropriate marketing can craft a business to thrive; hence computers are used to augment marketing in a number of ways. For instance, E-commerce is the innovative way of doing business where transactions are carried out electronically rather than physical interaction between the seller and the buyer. A shopper might decide to buy an item through the internet by selecting the item from the supplier’s website and placing it in a virtual shopping tray. Computers can also be used in advertisements. Using simulation, presentation and animation software, it is possible to design captivating advert materials and video clips. ICT has led to emergence of reservation systems that has distributed networked systems that are used principally to make early bookings such as airlines, hotels, car rental, theatres etc. Most banking systems have adopted computerized banking services such as processing customer transactions, Internet banking, electronic funds transfer and mobile banking. Many natives are now able to do banking transactions without necessarily going to the bank. Computers have also enhanced service delivery in the field of retailing. This has been necessitated by the introduction of retail system used for stock control and transactions handling at the electronic point of sale terminals. Social sites such as twitter, Facebook among others have facilitated people of different precincts within the County to be in touch and share ideas within the County and with the outside world. Social networking have also enabled long lost associates, schoolmates and college mates to trace one another and even assist each other in gaining employment positions in one County or in other Counties.
