The government is planning to provide such schemes to increase the access to education by the needy students.

5. Universities are required to maintain records of academic productivity and other forms of university development.

6. Attempts are being made to ensure equitable access to university education regardless of gender, region and other considerations.

7. There is need to provide adequate support for further education and research both at the university level and other higher institution.

8. There need to be attempts to address the challenge of

limited space in public universities.
The government in conjunction with public universities is promoting open and distance learning which can reach more students that a residential session would.
