The country is still trying to adjust to the new wave of doing things in politics and governance. Terms used in reference to the new entry levels of government are still unsettled some have even gone to the level of calling them republics or states, Where as their information is not far from the truth it could be very misleading to continue to refer to them with such a status. For an entity to become a state it has to fulfill some basic requirements and the test of a republic is even higher.The republic is one that involves the power from the people being exercised by an elected minority. The republic however is not subject to any other authority. Looking at the county governments it is clear that they are not as much independent from the national government: they are treated like the children of the national government such that they, for instance cannot borrow without guarantee of the national government and if they misbehave they can be disciplined through a suspension. When Kenya is referred to as a republic it implies that it is not answerable to any other superior authority.For an entity to become a state then it must have an international person status. Kenya is known internationally. The county government of Nairobi is not recognized except under secondment/recommendation of the national government such that the debts incurred by a county government may be charged upon the consolidated fund in the event of a default. To say that county governments are states is therefore just a flowery name.What then is the proper term? The constitution refers to them as county governments. They should not be seen as anything stranger than that. When addressing the governor for instance one can not use terms such as the governor of the state of Nairobi but the governor of the county of Nairobi.
