Social Definition
Crime is behavior that violates the norms of society – or anti-social behavior. A norm is any standard rule regarding what human beings should or should not think, say, or do under given circumstances. Norms vary from group to group within a single society, norms are always subject to interpretation and they change from time to time and from place to place.
Legal Definition
Crime is an intentional violation of the criminal law or penal code, committed without defense or excuse and penalized by the state. If a behavior violates the criminal law, then by definition it is a crime. However, a legal definition of crime has problems such as: over criminalization, No enforcement, under criminalization.

The rate of crime in Laikipia University is growing in an alarming rate. Every semester, various crimes are reported to the university security department while others are unnoticed .they often range from petty crimes such as trespassing to graver crimes such as physical and sexual assault. The crimes are committed by both the teaching, non-teaching staffs and students. The staff engage in cries such as corruption among others, this has brought a great concern that needs to be addressed through a crime prevention model.
