1. INTRODUCTION TO CAPACITY BUILDING AND EMPOWERMENT
What is Capacity Building?
Capacity building is not just about the capacity of a nonprofit today: it's about the nonprofit‘s
ability to deliver on its mission effectively now and in the future. Capacity building is an
investment in the effectiveness and future sustainability of a nonprofit.
Developing capacity is a long-term process, one that cannot be led from the outside; it has to be
owned and led by the very people, organisations and countries that benefit, though they can be
assisted by external support.
Capacity-building is defined as the process of developing and strengthening the skills, instincts,
abilities, processes and resources that organizations and communities need to survive, adapt, and
thrive in a fast-changing world. An essential ingredient in capacity-building is transformation that is
generated and sustained over time from within; transformation of this kind goes beyond performing
tasks to changing mindsets and attitudes.
Capacity – the ?ability of people, organisations and society to manage their affairs?
Distinct capacity building projects, such as identifying a communications strategy, improving
volunteer recruitment, ensuring thoughtful leadership succession, updating a nonprofit‘s
technology, or improving how it measures its outcomes, all build the capacity of a charitable
nonprofit to effectively fulfill its mission. When capacity building is successful, it strengthens a
nonprofit’s ability to deliver on its mission over time, thereby enhancing the nonprofit’s
ability to have a positive impact on lives and communities.
Capacity building is whatever is needed to bring a nonprofit to the next level of operational,
programmatic, financial, or organizational maturity, so it may more effectively and efficiently
advance its mission into the future.
Capacity building means any activity that seeks to increase the skills, knowledge or networks of
an individual or group. Capacity building can happen at any point of the initiative as part of
research and planning, filming and production, engagement, outreach and distribution, or
evaluation.
What are the activities in capacity building and empowerment?
Capacity building initiatives can include:
? training communities in the use of Video for Change values and methods, technical skills or
strategies to tell their own stories
? developing guides and resources to address gaps in skills and capacities
? organising and hosting events for experience-sharing among video-makers, including field
building and the development of collaborative relationships.
It‘s important to note that capacity building may not lead directly or immediately to impact. The
effects may often take time to take hold or to be evident — and may only happen after the
initiative is completed.
What is the purpose of capacity building?
Capacity building enables nonprofit organizations and their leaders to develop competencies
and skills that can make them more effective and sustainable, thus increasing the potential
for charitable nonprofits to enrich lives and solve society's most intractable problems.
Capacity building, social capital and empowerment
Capacity building is, of course, only meaningful when it refers to what it is planned to build
capacity in. Here it is used to refer to building the capacity of those many individuals in agencies
and communities that directly or indirectly take the lead in initiating and supporting the many
social process strands that support a sustainably learning society. Social learning and
empowerment are based on each other.
Empowerment is the process of enhancing the capacity of individuals or groups to make choices
and to transform those choices into desired actions and outcomes.
The contemporary view of capacity-building goes beyond the conventional perception of
training. The central concerns of environmental management and community building – to
manage change, to resolve conflict, to manage institutional pluralism, to enhance coordination, to
foster communication, and to ensure that data and information are shared – require a broad and
holistic view of capacity development. This definition covers both institutional and community based capacity-building.
